I believe one important reason for this is a mismatch between talents and organizational culture. As is very well explained in the book "First Break All The Rules" on page 99 ff. "Talent: How Great Managers Find It", the same job can require quite different talents depending on the organizational culture and strategy.

People with Maximizer can develop the strength to identify talents/strengths in other people and match them to the organization's need. This can turn them into very effecitve executives!
